General Notes

  1. All construction and materials shall be in accordance with the current approved version of the city of elk grove Standard construction specifications and standard details. Where inconsistencies exist the latest edition shall take precedence.
  2. Public safety and traffic control shall be provided in Accordance with section 6-13 of the standard construction Specifications and as directed by the city inspector. Safe vehicular and pedestrian access shall be provided at all times during construction.
  3. The consulting engineer shall notify the city of elk grove Engineering services division upon completion of staking by Calling (916) 627- 3436 or by email [email protected].
  4. The contractor shall notify the city of elk grove engineering services division two working days prior to the Commencement of work. The contractor shall not start any Grading until the city completes a pre-construction meeting. Call (916) 627-3436 or email [email protected] to schedule a pre-construction meeting.
  5. The city of elk grove is a member of the underground service alert (u.s.a.) One-call program. The contractor or any sub- contractor for this contract shall notify members of u.s.a. Two working days in advance of performing any excavation work by calling the toll-free number: 1-800-642-2444 or 811.
  6. The contractor shall be responsible for the protection of All existing survey monuments and other survey markers During construction. The engineer is to show and identify All survey monuments of record. The contractor shall Furnish to the city of elk grove a recorded corner record For each monument as described in section 8771 (b) of the land Surveyors act at the pre- construction meeting. All such monuments or markers destroyed during construction shall be replaced at the contractor’s expense.
  7. Erosion control measures shall be in accordance with section 10-4 of the city of elk grove standard construction specifications.
  8. The developer or contractor shall be responsible for additional signing and striping for public safety, as determined by the city of elk grove.
  9. Curb ramps and driveways shall conform to the current approved version of the city of elk grove standard construction specifications and drawings.
  10. If this project includes facilities to be reimbursed by a financing district and/or fee program, the city’s “reimbursement policies and procedures for privately Constructed public facilities”, available from the city, must Be followed to ensure reimbursement eligibility. All changes in work that affects reimbursable facilities shall be coordinated with the city’s program manager by calling (916) 627-3405.

Drainage Notes

  1. All construction and materials for drainage shall be in Accordance with the current approved version of the city of Elk grove standard construction specifications and Drawings. Where inconsistencies exist the latest edition shall Take precedence.
  2. The minimum cover requirements during construction shall Be 4-feet for plastic pipe, and 3-feet for reinforced concrete Pipe.
  3. The contractor shall place the proper strength pipe if Trench conditions encountered differ from the design Trench.
  4. Storm drain pipes in the public right-of-way (row) and drainage Easements shall conform to section 38 of the city of elk Grove standard construction specifications.
  5. Storm drain manholes shall be tested in conformance with Section 39 of the city of elk grove standard construction Specifications.
  6. Resilient connectors, in conformance with section 39-2.01 of The city of elk grove standard specifications and city Of elk grove standard drawing sd-7 are required at pre-cast Manhole and pipe connections. Water stops are required at Cast-in-place manhole and pipe connections.
  7. All drainage inlets in the public right-of-way (row) and Drainage easements shall have a permanent storm drain Message “no dumping – flows to creek” or other approved Message consistent

Supplemental Notes

  1. Whenever the work area is adjacent to a traffic lane and There is a cut, ditch or trench more than two inches deep, the Contractor shall maintain continuous barricades spaced at Approximately 20-foot intervals for the first 100 feet from the Beginning of the cut, ditch or trench, and at approximately 50- Foot intervals thereafter. If the cut, ditch or trench is more Than ten feet from a traffic lane, the barricade spacing may be Greater but shall not exceed 200 feet.
  2. Unless specifically set forth as special provisions, all Marked lanes of traffic shall be unobstructed in each direction during the pea k traffic hours of 7:00 to 8:30am and 3:00 to 6:00pm. A traffic lane shall be considered Unobstructed if it is surfaced with asphalt and is at least ten Feet wide.
  3. No pavement work will occur within the road right of way Prior to completion of any necessary utility pole relocation within that right of way.
  4. A traffic control plan shall be prepared by the contractor And submitted to the construction inspector for review at Least 15 days prior to commencement of any work.
  5. Erosion and sediment control measures for this project Shall be in substantial compliance with the Storm water pollution prevention plan (swppp) prepared For the project in accordance with the state’s general permit For construction activities. According to state law, it is the Responsibility of the property owner that the swppp is kept up To date to reflect changing site conditions and is available on The project site at all times for review by local and state Inspectors.
  6. Noise sources associated with construction, repair, Remodeling, demolition, paving or grading of any real Property, provided said activities only occur between the Hours of 7:00 a.m. And 6:00 p.m. When located adjacent to Residential uses. Noise associated with these activities not Located adjacent residential uses may occur between the Hours of 6:00 a.m. And 8:00 p.m. However, when an unforeseen Or unavoidable condition occurs during a construction Project and the nature of the project necessitates that work In process be continued until a specific phase is completed, the Contractor or owner shall be allowed to continue work After 8:00 p.m. And to operate machinery and equipment Necessary until completion of the specific work in progress Can be brought to conclusion under conditions which will not Jeopardize inspection acceptance or create undue financial Hardships for the contractor or owner.

Erosion and Sediment Control Notes

  1. All erosion and sediment control measures shall be constructed and Maintained to the maximum extent practicable (mep) and in accordance With the current approved versions of the city of elk grove Construction specifications section 10, the city of elk grove standard Details and the city’s national pollutant discharge elimination system (npdes) permit.
  2. Erosion and sediment control measures shall be installed and Maintained all year-round.
  3. All drainage inlets immediately downstream an adjacent to the work Areas and within the work areas shall be protected with sediment Controls and inlet filter bags, year-round. New inlets or drainage Structures shall be protected with sediment control bmp’s immediately Following construction. All inlet sediment controls (including filter Bags) shall be removed upon acceptance of the public improvements by The city.
  4. Prior to the commencement of work, contractor shall place all Applicable perimeter sediment control bmp’s, inlet protection bmp’s and Stabilized access points. Existing drainage structure openings which Collect flow from the project area shall also be protected. No work, Other than bmp installation shall commence until the swppp compliance Release form has been signed.
  5. All stabilized construction access locations shall be installed per Standard drawing sq-1. Where construction traffic enters or leaves Paved areas, the stabilized access shall be maintained on a year-round Basis until the completion of construction.
  6. Sensitive areas and areas where existing vegetation is being preserved Shall be protected with construction fencing. Sediment control bmp’s Shall be installed where active construction areas drain into sensitive Or preserved vegetation areas.
  7. Sediment control bmp’s shall be placed along the project perimeter Where drainage leaves the project. Sediment control bmp’s shall be Maintained year-round until the construction is complete or the Drainage pattern has been changed and no longer leaves the site.
  8. The following areas are to receive hydroseeding or other Effective erosion control: lot front yards behind the sidewalk – The first 18 feet or top of slope (which ever is greater); sideyards Behind the sidewalk – the first 8 feet or top of slope (which ever is Greater); slopes - all slopes greater than 10:1
  9. Erosion and sediment control measures for this project shall be in Substantial compliance at all times with the stormwater pollution Prevention plan (swppp) prepared for the project in accordance with The state of california construction general permit. This permit Requires that the swppp be kept up to date to refelct the changing site Conditions and the swppp is to be available at all times for review by State and local inspectors.
  10. Inactive disturbed soil areas (dsa) and stockpiles must be stabilized With erosion control bmp’s after 14 days or prior to a forecasted rain Event (whichever occurs first).
  11. Contractor shall provide a concrete washout per standard drawing Sq-6 or other accepted device (per casqa bmp manual). At no time shall Concrete waste be washed out into city storm drains via curb and Gutter, or onto exposed and/or vegetated soil.
  12. Contractors shall keep on-site and off-site paved streets clean at all Times. Any material deposited on paved streets by construction Operations shall be removed and cleaned by sweeping at the end of each Day as necessary. No washing of streets without city inspector Approval and inspection.
  13. All erosion and sediment control bmp’s should be checked by project Qsp before and after all rain events to ensure effectiveness.

Signing and Striping Notes

  1. Signing and striping notes refer to the current approved versions of The city of elk grove standard specifications and drawings which Reference caltrans standard plans, state standard specifications (sss), and traffic manual. Any references regarding the traffic Control device topics in the traffic manual are superseded and Replaced by the current edition of the california manual on uniform Traffic control devices (california mutcd). All signing and striping Work shall comply with these standards.
  2. The developer or contractor shall be responsible for Additional signing and striping, as determined by the city of elk Grove for public safety.
  3. All existing signing that conflicts with proposed signing Shall be removed and delivered to the city’s corporation yard or as Directed by the inspector.
  4. All signs shall be standard size unless otherwise noted.
  5. New signs shall be installed in accordance with the current approved Version of the city of elk grove standard drawings.
  6. Where possible, at least two feet of clearance should be provided From curb face to edge of sign.
  7. All long-line striping shall be per the camutcd. The wider stripes Identified in the Caltrans standard plans for centerline and Edge line marking shall not be used unless otherwise directed By the city.
  8. All permanent striping and pavement markings shall be thermoplastic Unless otherwise noted. Yellow thermoplastic shall be lead-free Organic material. Curb, bike lane legend and arrow, and bike detector Markings shall be paint (2 coats).
  9. All striping and markings shall be reflectorized unless otherwise Directed.
  10. All parking restriction signs shall have engineer grade reflective Sheeting. All other signs shall have diamond grade cubed reflective Sheeting or approved equal (white), overlayed with astm’s ec Transparent overlay film. Graffiti film shall be applied over the entire Sign.
  11. All existing striping and markings that conflict with proposed striping And markings shall be removed by wet sandblasting or grinding. Pavement legends and arrows that are removed shall be removed in a Block pattern. All striping and marking removal areas shall be treated With an approved pavement sealer.
  12. All median island nose curb faces from bc (begin curve) to ec (end Curve) shall be painted with yellow or white reflective paint. One-way Yellow or white reflective pavement markers shall also be installed On top of all median island nose curbs and positioned to face on-coming Traffic.
  13. Blue reflective pavement markers shall be placed across from all fire Hydrants.

NPDES Notes

  1. Owner / contractor is advised that the state of california has Adopted national pollution discharge elimination System (npdes) no. Cas 082597 requirements in accordance with The requirements of the clean water act. This project is Subject to all of the requirements contained in those acts, as Well as the requirements of the general construction permit Water quality order no. 99-08-dwq. The contractor shall Abide by all of the laws, ordinances and regulations Associated with the npdes, the clean water act and the General construction permit.
  2. As part of the npdes requirements, a storm water pollution Prevention plan (swppp) must be developed for this project; An outline of this plan has been developed by the owner. The Contractor shall update it as necessary throughout Construction of the project.
  3. The swppp must be maintained throughout the course of Construction and be accessible at all times at the Construction site. The contractor is advised that he shall Conform to the requirements and shall implement all of the Measures required by the swppp, including maintenance and Diligent record keeping and logs as required by the swppp.
  4. The owner / contractor must keep copies of these records And logs with the swppp at the construction site for viewing By the state of California regional water quality control Board and the city of elk grove during the course of Construction.
  5. Erosion control and sediment control must be implemented For the duration of the construction project, on a Continuous basis, updated, as site conditions warrant.

Traffic Signal Notes

  1. All electrical work shall conform to the current approved versions of section 6 and 49 of the city of elk grove standard construction specifications and the city of elk grove standard drawings, the subsequesnt revisions to said specifications and drawings, and the state of california department of transportation (caltrans) standard specifications and standard plans dated 2015 unless otherwise noted on the plans. In case of differences between city and caltrans standards, city standards shall govern.
  2. No pole foundations shall be constructed without prior field approval of exact location by city inspector.
  3. All new pedestrian push buttons shall be polara’s inavigator 2-wire system or approved equal.
  4. All new pedestrian push buttons shall meet the requirements of 5’ maximum separation from crosswalks and 10’ maximum separation between pedestrian push buttons at each corner.
  5. All new vehicle detection systems shall be iteris vantage vector hybrid system consisting of video imaging and radar.
  6. All new signal controller cabinets shall be stretch p ts-2-1 with approximate dimensions of 66”x44”x26”.
  7. All new service equipment enclosures shall be manufactured by tesco or approved equal and conform to the current approved version of the city of elk grove standard construction specifications and drawings and have dual metering to separate traffic signal and safety lighting.
  8. Refere to traffic signal approved equipment list for other signal equipment. Available from city traffic engineering department.
  9. All new cctv traffic monitoring cameras shall be avigilon ptz camera 2.0c-h5a-ptz-dp36 or approved equal with other required accessories.
