About the Elk Grove Police Department
The Police Department provides law enforcement and policing services to the City of Elk Grove. We have an authorized strength of 153 sworn officers and 115 professional staff. The Police Department responds to approximately 85,000 calls for service each year.
The department is divided into four divisions. The Field Services Division (Patrol) responds to the vast majority of calls for service and is made up of patrol teams, a Traffic Bureau, traffic and hit-and-run investigators, K-9 unit, and community service officers.
The Investigative Services Division, which is made up of general detectives, is responsible for the majority of follow up investigations (which includes homicide, assaults, robbery, theft, burglary, financial crimes and juvenile crimes). The Special Investigations Unit, which focuses on gang, drug and vice offenses, is a specialize group of officers who monitor graffiti, gang movement and track drug activity. The Problem Oriented Policing Unit, Crime Prevention, Records Division and the Forensic Unit are also part of the Investigative Services Division.
The Administrative Services Division is made up of the Chief’ s Office which includes the Media and Community Relations Unit, Professional Standards, Fleet, Finance and Information Technology.
The Support Services Division provides assistance and support to the community and all units and bureaus of the department. This Unit is comprised of the Communications, Records and Property and Evidence Bureau.
The City has a population of more than 176,000 and is broken into five police beats.

Bobby Davis
Chief Bobby Davis began his career in public service in May of 1996 with the Sacramento County Sheriff's Office, where he served as a Deputy, Sergeant, Lieutenant and Captain, until March of 2020, when he joined the us as the Assistant Chief of Police, where he has been responsible for the day-to-day operations.
Chief Davis is committed to officer wellness, collaborative policing, policing with technology, and serving our community members with dignity, respect, and fairness. He remains actively involved on the Steering Committee for the Reduction of African American Child Death and other community-based events.
Chief Davis holds a bachelor's degree in Criminal Justice from the Union Institute and University. His executive education includes the completion of the Senior Management Institute for Police, Executives Leadership Studies-Class 81 (SMIP), and the FBI-Law Enforcement Executive Development Association-Leadership (FBI-LEEDA Trilogy-Certificate of Completion).
Chief Davis was officially sworn in on March 23, 2022. He is Elk Grove's fifth Chief of Police since its formation on July 1, 2006.

On June 25, 2025, Elk Grove Police Chief Bobby Davis announced the selection of Elk Grove Police Department Captain Brian Schopf as the next Assistant Chief of Police for the Elk Grove Police Department.
A charter member of the Elk Grove Police Department, Assistant Chief Schopf, brings with him more than 30 years of distinguished law enforcement service. Since joining the department at its inception, he has served in a variety of leadership roles, rising through the ranks from K9 Officer to Sergeant, Lieutenant, Captain, and now Assistant Chief.
“It’s an incredible honor to continue serving the Elk Grove community in this new role.” said Assistant Chief Schopf. “I’m proud to serve our supportive community alongside such a talented staff of police professionals.”
Chief Davis praised Schopf’s dedication and commitment to the Elk Grove community. “Brian is a leader who exemplifies integrity, service, and a deep understanding of our mission,” said Chief Davis. “His experience and passion for public safety and our staff make him the ideal person to help lead our department into the future.”
