How is Elk Grove Run?
Elk Grove is a general law city under California law with five elected representatives on the City Council, the mayor and four council members. The office of the elective mayor is decided by the voters, with the position elected citywide (at-large), having a residency requirement within the City limits, and serves a two-year term. There are four council residency districts. Council members are elected by district (elected by voters of the district alone) and serve four-year terms. Each council member must reside within the district of the city that they oversee.
The City Council is the legislative body of Elk Grove. It has a broad range of municipal powers including the review and approval of an annual budget, establishing community goals and objectives, approving the City's general plan and proposed sphere of influence, reviewing and approving major projects and hearing community problems and concerns.

The City Council’s Code of Ethics emphasizes responsible, fair, and honest governance, ensuring that city leaders and staff serve with dignity, respect, and integrity. It outlines standards of behavior focused on responsibility, fairness, respect, and honesty, guiding officials to avoid conflicts of interest, act in the public’s best interest, and promote transparency and equity.
Preamble
The City of Elk Grove aspires to create an atmosphere of mutual respect between its government and residents, striving to promote and maintain a culture of strong ethics. Leadership has a duty to residents to provide a responsible, fair and honest city government that operates in an atmosphere of respect and civility. Accordingly, the Elk Grove City Council, with community input, has adopted this Code to:
- Describe the standards of behavior to which its Elected Officials, Commissioners and staff aspire.
- Provide an ongoing source of guidance to daily activities and long-term planning in all levels of decision making.
- Promote and maintain a strong culture of ethics.
Pledge
On April 9, 2025, the City Council of the City of Elk Grove adopted this City Code of Ethics, which applies to all City employees, officers, commissions, and elected or appointed officials and requires the following pledge:

- In my capacity as a city representative, I will treat others with patience, courtesy, civility, and respect.
- I act in a cooperative manner with groups and other individuals, working together in a spirit of tolerance and understanding.

- I am honest in all of my interactions as a city representative, both internally and with the public.
- I proudly take responsibility for all of my words and actions.
