The City owns a 20-acre property at the southeast corner of Elk Grove and Big Horn Boulevards, just north of District56 (the Civic Center/Aquatics Center) and is pursuing its development as a mixed-use project that includes retail, dining, entertainment, office, and residential uses, as well as a hotel. The objective of the project is to elevate the level of retail, dining, and entertainment amenities in the City, while at the same time developing a site with enhanced design elements that promotes pedestrian activity and includes central, public gathering spaces. For these reasons, the City refers to this as Project Elevate.
Development of Project Elevate will occur through several phases.

Phase 1: Site Planning and Program Development - Complete
Evaluation of the local market conditions and development of a site program and overall site plan. -
Phase 2: Disposition Process - Current Phase
This step involves soliciting proposals from potential developers and selecting one or more developers to partner with the City to develop and operate the project. In 2021, the City retained Turton Commercial Real Estate to assist with marketing the project. At the conclusion of a competitive process, in May 2024, the city entered into a letter of intent with CenterCal Acquisitions, LLC. In June 2025, the City and CenterCal, completed negotiations of a purchase and sale agreement. Under the terms of the agreement CenterCal has been selected as the City's development partner and intends to purchase and develop the property on the City's behalf.

Phase 3: Site Development - Future Phase
Now that CenterCal has been selected as the City's development partner, they will be responsible for obtaining necessary entitlements, permits, and constructing the project. Under the terms of the agreement construction could commence as soon as Summer 2027.
Key features of the Project
Under the terms of the purchase and sale agreement the project will feature:
- A four-story boutique hotel with not less than 100-rooms.
- Not less than 100,000 square feet of retail including restaurants, soft goods, and entertainment uses with an emphasis on new-to-market elevated concepts.
- Not less than 10,000 SF of flexible second floor uses above retail that could include additional retail, office, or residential.
- An approximately half-acre “village lawn.”
- Heights ranging from one to four stories.
- Approximately 950 parking spaces.
- Elevated streetscape and landscape elements.
- Extensive programming and special events throughout the year.
- The Project may, but is not required to, include a residential component. It is the City’s and CenterCal’s goal to include residential should market conditions allow.
