Residential Remodels And Additions

Purpose

Policy and Procedure No: B-04-06

The California Building and Residential Codes require a permit applicant to obtain a permit and submit construction plans and documents in compliance with the California Building and Residential Codes. The following are guidelines for developing construction documents.

It is highly recommended that a California registered design professional be consulted when considering complex remodeling or addition projects. 

Project Submittal Requirements

Quantity

  • A completed Application for Permit form. 
  • An electronic set of construction plans in pdf format.
  • An electronically signed and stamped calculation prepared by a professional engineer licensed in the State of California (if required).
  • A Title 24 energy report.

Each document type, such as the plan set, energy forms, calculations, etc., must be uploaded as a separate PDF file.

Plan Requirements

  • Cover sheet
    • Legal job address and APN (assessor’s parcel number)
    • Contractor/Owner/Designer contact information
    • Scope of work 
    • Code Edition – 2025 California Building and Residential Code and all pertinent codes
    • Total Square feet of construction – new and existing, garage, dwelling, etc.
    • Index
  • Site Plan 
    • Lot dimensions and parcel size
    • Building location with appropriate setback distances to property lines and or easements
    • Any other pertinent site information
  • Grading and Drainage Plan – if required must be prepared by a California registered Civil Engineer.
  • Floor plans
    • Room uses
    • New and existing areas
  • Structural Plans
    • Wall sections and details
    • Foundation plan
    • Shear/braced wall details
    • Load path and connection details
  • HVAC, Plumbing and Electrical plans may be required

Plan Review Timelines

Allow a minimum of 8 business days for the first plan review and 4 business days for all other subsequent reviews. Please allow between 24-48 hours from the plan review time line for processing.

The plan review time may be extended depending on the complexity and size of the structure.

Permit Fees

Building fees are based on the square footage of the area being improved and/or altered. Building permit related fees will be based on the total value of all construction work (including labor and materials). It is recommended that you contact the Building Division for all applicable costs for your project.

Additional Agency Requirements

Elk Grove Unified School District collects Development Impact Fees for residential additions and similarly, for conversions to habitable areas in excess of 500 square feet; the fees are collected by the district prior to permit issuance. Forms will be provided by the Elk Grove Building Division during the plan review process. For  current fee rates please contact the school district directly.
