General public registration

Members of the public can register directly through the site.

Licensed contractor registration 

Licensed contractors must apply for an account through the City. After submitting the Licensed Contractor Registration form, you’ll receive a confirmation email.

Processing takes up to 48 hours.

Once registered, you’ll receive a username and instructions to access the site.

Permit Application Process

  1. Gather your files

    1. Include any supplemental documents listed for your permit type

  2. Prepare your files

    • All documents must be in PDF format
    • Each document type (e.g., application for permit, plan sets, energy forms, etc.) must be uploaded as a separate PDF file.
    • Name your files appropriately
      • Do not use special characters (-/*&@\) in the file names.
      • Do not use spaces in the file names. Use an underscore _ instead of spaces.
      • Identify submitted plans and documents with PC1, PC2 and PC3 based on the plan review cycle submitted.

    • A permit technician will review the application for completeness.
    • If accepted, the permit technician will process your application and notify you through email of the next step.
    • If additional information is needed, we'll reach out to you through email. Please allow 24-48 hours for processing and notification.

City regulations prohibit you from starting work before you have your permit.

How to Complete the eTrakit Application

  • Login to the Permit Portal

  • Click Apply for a Permit at the top left

  • Step 1

    • Choose the Permit Type

      If no types match your scope of work, please refer to the Electronic Plan Review page and submit your application, along with any required plans and supporting documents through the Building Filedrop for processing.

    • Continue completing the required fields.
    • Upload any required supporting documentation for your permit type at the bottom of the page before continuing to the next step. Any missing documentation will delay the processing of your application.
    • Click Next Step
  • Step 2

    • View all the fields and confirm the information is correct
    • Do not update the Property Owner Information.
      This will delay the processing of your application. The property owner information generated is populated from County records and should be consistent with County records. If the property owner information is not correct, please email or call our office at (916) 478-2235 for assistance.

  • Step 3

    • Verify all information is correct. 
    • Click the edit buttons if you need to make corrections.
  • Step 4

    • Click the Pay Now button to pay your permit fees
  • Payment Summary

    • Make note of your application number

    • You will receive a receipt for your payment over email and a separate application confirmation email from the Building Division.

    You will not receive your building permit without an internal review. A permit technician will review your application for completeness.

    If accepted, we will process your building permit and you will receive an email notification of the next step to log in to the permit portal and print your permit and approved documents.

    If additional information is needed, we will reach out to you through email. Please allow 24 to 48 hours for processing and notification.

eTRAKiT Frequently Asked Questions

I don’t see my project type listed; do I select the closest option?

eTrakit lists specific permits that can be applied for using this portal. If your scope of work is not listed as an option, please fill out a Building Application and upload the completed application including any plans and supporting documents to the Plan Review Filedrop for processing.

I have attached the Application Declaration page but was asked to upload it again, where do I go to upload?

When you log in, any active permits show on your dashboard. If you see the permit number, look for the Paperclip link on the right side under the attachment column.

You can also search for the permit number. There is a Paperclip Attachment link above the Permit Information tab where you can also upload documents.

I received an email stating my permit has been issued but I am unable to locate or download the documents.

Click the link in the email, when logged in, and look for the Permit Info tab. Scroll down the page and you will
find the links to the permit and any supplemental documents. Click the link and download the files to your
computer for printing.

I logged in to check on the application status and my project is showing additional fees due. I have already made the initial payment on the application but am unable to pay the additional fees due.

eTRAKiT requires payment to be made when applying for a permit. Additional fees may be due depending on the
nature of the project. You are not able to make additional payments through this portal. A Permit Technician
will email you an online payment link if additional fees are due prior to permit issuance.

How do I schedule inspections?

When you log into the system, go to your dashboard and look for My Active Inspections. Locate your permit number and under the Date column click on Schedule. Fill out the contact information and select the date, then click Submit. You can also reference the How to Schedule Inspections using eTRAKiT guide for further assistance.

On your dashboard, you can also click Search for permit, type in the permit number, go to the Inspections tab and click Schedule next to the inspection you need. Fill in the contact information, select the date, and click submit.

My project was disapproved, how do I move forward?

On your dashboard, click on the permit number that was disapproved.

Do not create a new permit number

Click on the paperclip attachment link and upload your response letter along with plans check 2 plans.
