Policy and Procedure No.: B-26-42

Purpose

This program establishes a procedure allowing small business applicants to submit minor tenant improvement projects to the City of Elk Grove’s Building Division for an expedited plan review.

Eligible Projects

Eligible projects are limited to tenant improvements within Business (B) or Mercantile (M) occupancies with a maximum floor area of 5,000 square feet.

This program does not apply to additions to existing tenant spaces or any structural modifications.

Submittal Standards for Qualifying Projects

If your project qualifies, please contact the Building Division by calling (916) 478-2235 or by email. You will be provided with specific submittal instructions.

Online Electronic Submittal Required

All plans and supporting documents shall be submitted electronically using Building filedrop.

Please reference our Electronic Plan Review Policy for submittal guidelines. If the submittal is inconsistent with our guidelines your project will be returned as incomplete. 

Outside Agency Requirements

  • A separate review and approval letter must be obtained from the local Fire Department prior to building permit issuance. Plan submittal and fee information may be obtained from the Cosumnes Community Service District Fire Department.

  • Plan approval is required by the Sacramento County Environmental Management Dept. prior to building permit issuance for food handling facilities when they prepare, package or service food.

  • Plan approval is required by the Sacramento County Environmental Management Dept. prior to building permit issuance for the installation of Grease Interceptors. Refer to the Grease Interceptors in Restaurants and Similar Facilities webpage for additional information.

  • The County of Sacramento Sanitation District may collect sewer impact fees for initial tenant improvements in new shell buildings and/or changes in use to existing buildings. Payment of these fees must be made to the County prior to permit issuance.

  • Sacramento Metropolitan Air Quality is required for Tenant improvements affecting more than 160 square feet, 260 lineal feet or 35 cubic feet of suspect material. Call SMAQ for additional requirements.

Permit Fees

Plan review and permit fees are based on the square footage and valuation (labor and materials) of the construction work.

Notice to Applicants Regarding Possible Development Impact Fees

If you are planning to occupy an existing building or shell building, you may owe additional development impact fees if your proposed use is different from the use the building was originally permitted for.

Example: If a warehouse was originally permitted and a restaurant moves into that space, the restaurant applicant must pay the difference between the warehouse fee rates and the restaurant fee rates.

Impact fees vary based on the new use, the permit history, and project location. Applicants are strongly encouraged to contact City staff early to find out if additional fees apply. Any required impact fees are due at permit issuance and will be collected with the building permit fees.

It is recommended that you contact the Building Division for a fee estimate prior to submittal.

Plan Review Timelines

Expedited building plan review consists of (3) three business days for the review. Projects submitted after 12:00 pm will be processed the following day.  An additional 24-48 hours will be added to this timeframe for processing. 

Submittal Requirements

Quantity

Plans may be required to be prepared by California licensed professionals only (architects or engineers). Please consult Elk Grove Building staff for determination.

Building permits shall only be issued to owners, authorized agent to owners, and state licensed contractors. However, tenants may obtain a permit as an “authorized agent” with written authorization by the property owner.

Required Information on Plans

Project Data:

  • Occupancy Type: B or M Construction Type: VB, II-B, etc.
  • Complete Sheet Index
  • Floor area: (Sq. Ft.) and label all rooms

Cover Sheet Specifying:

  • Project Name (Tenant Improvement or Tenant Name)
  • Project Governing Codes: Current California Codes and Standards per Elk Grove Municipal Code.
  • Existing building fire systems: fire walls, fire assembly’s, fire sprinklers, sprinkler monitoring system or fire alarm system.
  • Statement of project, Scope of Work and proposed Use of Space/ Business type.
  • Suite Number.

Site Plan Showing and Specifying:

  • Location of building on the site and tenants or occupancy types adjacent to the proposed tenant improvement, with property line setbacks.
  • Show "path of travel” from the proposed Tenant Improvement suite to "accessible parking spaces" and the "public way".
  • Floor Plan(s) showing and specifying:
    • All existing and new modifications related to the removal (demolition) and addition of walls, doors, new rooms and "accessible" restrooms. Egress components and egress plan.
  • Provide additional detail and specification sheets related to wall type and connection requirements, door size, type and hardware requirements, firewalls, and accessibility details.
  • Provide additional plan, detail, and specification sheets, where necessary to show and specify all existing and new mechanical HVAC systems, ducts, intake and exhaust registers and fans, electrical panel(s), light fixtures, outlets and switches, plumbing fixtures and piping, etc.
  • Provide Title 24 Energy Compliance Documents.
