Policy and Procedure No.: B-16-32 

Purpose

A permit is required for the demolition of any commercial or residential building. The following guidelines shall be reviewed, and a building permit shall be obtained prior to commencing any work.

Permit Fees

Permit fees are based on the square footage and valuation (labor and materials) of the construction work. It is recommended that you contact the Building Division to obtain an estimate of fees for your project.

Plan Review Timeline

Please allow a minimum of (5) five business days for each plan review and an additional 24-48 hours for processing. 

Online Electronic Submittal Required

All plans and supporting documents shall be submitted electronically using our Building Filedrop. Please reference our Electronic Plan Review Policy for submittal guidelines. If the submittal is inconsistent with our guidelines your project will be returned as incomplete.

Submittal Requirements

  • City of Elk Grove Application for Permit: Completed and signed.
  • Site Plan drawn to scale that include:
    • Property line dimensions including the north arrow and scale (Exp. 1/4, 3/16, 1/8 inch per foot)
    • Location of all buildings and structures on the parcel
    • Identify all structures to be demolished and square footage(s)
    • Indicate if any trees will be removed, tree types, and tree protection measures
    • Location of public and/or private utilities, (Sewer, Water, Electricity, and Gas). Easement locations
    • Water service and sewer lateral serving the site will be properly disconnected and sealed
    • Location and ampacity of the existing Main Electrical Service Panel, identify if this will be removed as part of the demo
    • Gas and electric services will be properly terminated
    • Propane tank removal including underground propane tanks
    • Private sewage system removal (Contact Sacramento County Heath Department for additional permitting requirements) 
    • Excavations will be filled to the extent that they do not represent a hazard and the rubble and debris has been removed from the site
    • Site runoff and dust control, please contact the Public Works division

City of Elk Grove Planning Division Approval

This review is obtained internally through the building review process.

City of Elk Grove Public Works Department

An encroachment permit may be required by the Public Works Department based on the scope of work. Please contact Public Works for additional information. 

Sacramento County

Environmental Health Department approval is required for buildings served by wells and/or septic systems where the systems are being removed. Please contact their office to obtain plan approval prior to submitting. 

Sacramento County Air Quality

Approval is required for non-residential buildings or if a residential building is being replaced with commercial or industrial building(s). Please contact their office for approval.

Process

Once the application has been approved, you will be contacted by a permit technician by email regarding any outstanding items required prior to permit issuance. The appropriate party will need to pay the final fees. Once the building permit is issued, the approved plans will be emailed to the responsible party and construction can begin.
