The Permanent Local Housing Allocation (PLHA) is a 5-year program under the Building Homes and Jobs Act (SB 2, 2017). PLHA provides funding to local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities.
On November 9, 2022, the City Council adopted a resolution authorizing the City Manager to submit an application to the California Department of Housing and Community Development (HCD) for PLHA program funding and approved a 5-year plan (Plan). The adopted Plan allocated funds primarily toward multi-family affordable housing rental development and homelessness activities. The City was awarded Fiscal Year 2019-23 grant funds totaling $2,541,598.
In 2024, the City of Elk Grove amended the Plan and reallocated funds toward homelessness activities and Affordable Ownership Worker Housing (AOWH) activities. On December 11, 2024, City Council formally adopted the amendment.
