The HOME Investment Partnerships Program (HOME) is a federal initiative administered by the U.S. Department of Housing and Urban Development (HUD) that provides grants to states and local governments to create affordable housing for low-income households. HOME funds may be used for a variety of activities, including construction of new affordable housing, acquisition and rehabilitation of existing housing, homeownership assistance, and tenant-based rental assistance for low-income households. The program is authorized under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended (42 U.S.C. 12701 et seq).
The City of Elk Grove became a Participating Jurisdiction in 2024 and receives an annual allocation of HOME funds directly from the HUD to support local housing needs.
HOME is one of several programs the City uses to address community development and housing priorities. For more information about how the City plans and allocates HUD funding, please visit the Community Development Block Grant (CDBG) program webpage and review the City’s planning documents, including the Consolidated Plan and Annual Action Plan. These resources provided detailed information on funding priorities, eligible activities, and how HOME and CDBG funds work together to support the community.
