Notice of Proposed Rate Increase

Republic Services is entitled to an annual rate increase in accordance with the City’s exclusive residential franchise agreement for residential solid waste services. Under California’s Proposition 218, rate increases are subject to voter approval, giving residents the right to know about proposed rate increases, and the opportunity to protest and participate in the City’s regulatory process. A public hearing will be held on June 10, 2026. 

Why a Rate Increase?
The City of Elk Grove has an exclusive franchise agreement with Republic Services to provide residential hauling service to all single-family homes in a cost-effective manner that provides maximum benefits to residents. This agreement includes a provision for annual rate increases up to 3% to cover the costs of service in relation to inflation. If/when the Consumer Price Index (CPI) for a given year increase, the agreement entitles Republic Services to request a rate increase to help cover the costs of providing residential service in Elk Grove. Over the past 12 months the CPI for solid waste has increased 5.37% which means that Republic Services is entitled to the maximum 3% rate increase as stipulated in the agreement with the City to help cover costs. If this rate increase is approved, residential rates for garbage and recycling services will still remain as some of the lowest in the region.

What Does the Waste Rate Pay For?

  • Weekly trash and organics pickup
  • Biweekly recycling pickup
  • Up to two additional mixed recycling carts and up to two additional organics carts at no extra cost 
  • Appointment-based pickup of home-generated sharps
  • Curbside collection of used motor oil, oil filters and batteries on recycling day
  • Bulky item pickup: 3 per year (up to 5 cubic yards)
  • Holiday tree pickup (December 26 – January 31 on organics collection day
  • A trip to the dump once per year (up to 5 cubic yards):

    • Open 9 AM – 4 PM Monday through Friday, and 8 AM – 3 PM on Saturday 
  • Access to Elk Grove’s Special Waste Collection Center:

    • Access to the Recycling Area and Reuse Room where residents are allowed 10 items per month per household

Written Protests

Each household may submit one written protest against the proposed rate increase. Written protests must come from property owners or customers of record. If submitting a written protest, you must mail or hand-deliver said protest to the city clerk prior to the close of the public hearing.

Services are entitled to an annual rate adjustment in accordance with the current Franchise Agreement to cover inflationary increases in the cost to provide solid waste collection services. The annual adjustment is calculated based upon the change in the Consumer Price Index (CPI) to reflect cost increases. This annual adjustment is capped at three percent (3%).
