Purpose

Policy and Procedure No.: B-04-14 

Once a Master Plan approval has been obtained from Building Division, the following procedure shall be performed prior to obtaining individual residential production housing permits and before beginning any construction.

Requirements Prior to Production Home Submittal

  • Master Plans must be paid for and obtained from the Elk Grove Building Division.
  • The Final Map for the subdivision shall be recorded.
  • Signed PAD Elevations for the subdivision shall be submitted and approved by the Development Engineering Division.

  • Upload each document as a separate PDF
  • Multiple documents in a single PDF will not be accepted

Batch Submission Guidelines

  • Submit a maximum of 10 production home applications per batch
  • Only one batch per upload will be processed. Multiple batches cannot be submitted together and must be uploaded separately 

File Naming Convention

Specific file naming conventions for submitted plans and supporting documents are required as illustrated below.

  • Do not use spaces in the file names. Use the underscore (_) instead of spaces.
  • Identify submitted plans and documents as outlined below.

Plan Review Timelines and Fees

Plan Review Timelines

  • First review: Minimum 10 business days
  • Subsequent reviews: Minimum 7 business days
  • Allow an additional 48 hours for processing after the review is compete
  • Note: Multiple batches submitted at the same time will not be reviewed within these timelines

To submit a batch of production home applications, you must include:

Required Per Dwelling Unit

  • Completed Application for Permit
  • 1 PDF copy of plot plan
  • 1 PDF copy of floor plan identifying any applicable plan option(s).

Outside Agency Requirements

Prior to building permit issuance, any applicable outside agency requirements must be satisfied. Approval documentation must be provided by the applicant to the Building Division before a permit can be issued.

It is strongly recommended that outside agency approval documentation be submitted at the time of application to reduce processing time for multiple applications.

CSD Fire Department

  • A permit release letter must be obtained from the CSD Fire Department prior to permit issuance.
  • Please contact CSD directly for plan review and permitting requirements. 

Elk Grove Unified School District

  • The Elk Grove Unified School District collects Development Impact Fees for new residential construction.
  • These fees must be paid directly to the School District prior to building permit issuance.
  • Certification of Compliance forms will be provided by the School District.
  • The applicant must submit signed Certificate of Compliance forms to the Building Division.

Sacramento County

  • The County of Sacramento collects infrastructure, water and sewer fees for new construction.
  • Payment must be made directly to the Sacramento County prior to building permit issuance.
  • Please contact Sacramento County Technical Resources for additional information.

Plan Approval

Once plans are approved, a permit technician will contact the applicant with the final fee amount per application and any outstanding items. 

After the building permit(s) are issued, the approved plans and permit documents will be emailed to the applicant on record.

Note: The Applicant must maintain a physical copy of the approved, stamped plan(s) and permit documents on site and available to the Building Inspector at the time of inspection.
