Title VI of the Civil Rights Act of 1964

In alignment with this mission, the City affirms its commitment to the principles of Title VI of the Civil Rights Act of 1964, which provides:
“No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.”
This commitment guides our programs, services, and operations to ensure equal access and fair treatment for everyone in our community.
As a recipient of federal funding, the City of Elk Grove has established a Title VI Program to ensure full compliance with these civil rights protections. The City is dedicated to preventing discrimination and promoting fairness across all programs, services, and activities.
Our Commitment
The City of Elk Grove further commits to:
- Ensuring equal access to services, programs, and opportunities for all residents and visitors, regardless of race, color, national origin, income level, or language spoken.
- Identifying and addressing disproportionately high and adverse impacts of its activities and services on minority and low-income populations, in alignment with federal environmental justice principles.
- Providing meaningful access to services for individuals with Limited English Proficiency (LEP) through translation, interpretation, and other language assistance measures.
- Encouraging inclusive public participation in planning, policy development, and decision-making, especially from underrepresented communities.
Title VI Complaint and Grievance Process
Who can file?
Any person who believes they were subjected to discrimination on the basis of race, color, or national origin in the programs and activities of a Federal-aid Recipient may file a Title VI complaint.

When must one file?
A complaint must be filed not later than 180 days after the date of the last instance of the alleged discrimination, unless the time for filing is extended by the investigating agency.
What should a complaint look like?
Complaints should be in writing and signed and may be filed in person, by mail, or via e-mail to the Title VI Coordinator. A complaint should contain at least the following information:
- Written explanation of what happened;
- A way to contact the complainant;
- The basis of the complaint;
- The identification of a specific person/people and the respondent (the City) alleged to have been discriminated;
- The date(s) of the alleged discriminatory act(s). Complaint should indicate if the alleged discrimination is on-going.
How are complaints routed?
All complaints will be reviewed by the City for completeness and to confirm jurisdiction. Once complaints are determined to be complete, they will be entered into a database maintained by the City. The City will acknowledge receipt of the complaint in writing within 10 business days. The City will perform a preliminary review to determine if the complaint falls within the City’s Title VI jurisdiction. If accepted, the City will conduct a thorough investigation within 60 calendar days, outlining the decision and any proposed corrective actions. Complainants dissatisfied with the decision may file an appeal within 30 days of receiving the findings.
Title VI Program Oversight
The City's Title VI Coordinator is responsible for monitoring compliance with the Title VI Program, updating the plan regularly, and serving as a point of contact for questions, concerns, or complaints related to Title VI.
Each year, the City reports on its Title VI Program goals and progress, helping to ensure transparency, accountability, and continuous improvement in its efforts to promote equity and nondiscrimination.
