Building and Model Codes and Structural Design Criteria
Policy and Procedure No.: B-04-12
Purpose
The purpose of this policy is to establish minimum design guidelines to safeguard life or limb, health, property, and public welfare particular to the City of Elk Grove. The design criteria established shall be used as the basis for building and structural design of structures proposed in Elk Grove. Effective January 1, 2026, the California Building Standards Commission adopted the 2025 California Code of Regulations Title 24. The City of Elk Grove Municipal Ordinance is as follows.

Foundation
Allowable Design Soil Bearing Pressure = 1500 psf (unless justified by a geotechnical investigation [CBC 1806, Table 1806.2]
Note: Geotechnical Investigation Report is required for all New Commercial and Master Plan Projects.

California Building Standards Codes
The 2025 California Building Standards Code (Cal. Code Regs., Title 24) was published July 1, 2025, with an effective date of January 1, 2026. These codes are the State of California mandatory minimum design standards for construction. The City of Elk Grove adopted these codes without amendment by ordinance on November 12, 2025.
All plans must show compliance with the following list of the new Building Standards Codes.
