The Pardes Phase II affordable housing lottery was open 4/26/2026 - 5/20/2026.
Phase I

The Pardes 1 is the first part of a two-phase development that will cumulatively bring 236 affordable housing units to the city of Elk Grove, California.
The first phase will provide 96 affordable housing units for families and individuals earning less than 80% of the Area Median Income. The development will also include 123 parking spaces.
Our managing general partner and local community organizations will provide direct social services, including recreational, social, and educational activities, job search preparation training and assistance, and resource procurement assistance and advocacy.
Pardes 1 is designed according to California Tax Credit Allocation Committee (CTCAC) requirements, design and sustainability guidelines, in addition to Greenpoint Certification requirements and energy modeling. Our energy consultant partners are overseeing this element of the design work.
All our projects conform to Title 24 Building Energy Efficiency Standards. This energy code of California is designed to reduce wasteful and unnecessary energy consumption in newly constructed and existing buildings.
The project design and development teams will incorporate a suite of strategies and features to reduce energy consumption and increase efficiency. The Pardes 1 is expected to include solar panels to reduce the community's carbon output.
Phase II

Pardes 2 is the second phase of a two-phase development that will bring a total of 236 affordable housing units to Elk Grove, California. Construction for the second phase, Pardes 2, is ongoing and expected to be completed by October 2026.
Pardes 2 will provide 140 affordable housing units for families and individuals earning less than 70% of the Area Median Income (AMI). The development will feature two three- and four-story newly constructed buildings with surface parking. Eight units be reserved for individuals and families at risk of homelessness. The unit mix will include 42 one-bedroom units, 48 two-bedroom units, and 50 three-bedroom units. Community spaces and amenities will be available to all tenants. Pardes 2 also offers excellent access to nearby amenities, including schools, healthcare facilities, parks, grocery stores, and public transportation.
Bold Pardes II LLC serves as the Managing General Partner (MGP) for the project, while the John Stewart Company will oversee property management. LifeSTEPs, a leading provider of community social services, will offer on-site supportive services, including recreational, social, and educational activities, individualized health and wellness programs, job search assistance, and resource advocacy.
Pardes 2 is designed to meet California Tax Credit Allocation Committee (CTCAC) requirements, as well as sustainability and energy efficiency standards. The project will pursue GreenPoint Certification and incorporate energy modeling to ensure high-performance efficiency.

Eligibility Requirements
Pardes Phase II will have units available to households earning less than 70% AMI for Sacramento County. To qualify, applicants cannot exceed the annual gross income requirement based on their household size.

Frequently Asked Questions
How do I enter the lottery?
You will be able to enter the lottery from April 26 to May 20, 2026. The website will be updated to include an “Enter the Lottery” button at the top of the webpage that will link you to the application. The lottery button will not appear on the website until April 26 at 11:59 p.m. PST.
Lottery submissions will not be accepted after May 20 at 11:59 p.m. PST.
How much are rents?
Rents will depend on the unit size and affordability level. The following are rent limits set by the California Tax Credit Allocation Committee (CTCAC).

Is the lottery open to everyone or just Elk Grove residents?
The lottery is open to everyone.
When will units be available to move in?
We expect the first move-in dates for Pardes Phase 2 in October 2026. This is dependent on completion of construction and could be delayed by many factors. It may take 6 months before all the units are completed.
Can I enter multiple times to improve my chances?
No, only one entry is allowed per household. If more than one entry is submitted from the same household, duplicate entries from that household will be removed.
How is a household defined for purposes of calculating gross income?
A household is defined by the number of people living together in the home, regardless of whether they are related to each other.
When and how will I be contacted about the results?
If you are in the top 500 of the randomized ranking, you will receive an email. The Property’s Leasing staff work through the list in order and based on your ranking you may or may not be asked to complete an application. There is no guarantee that a unit at your preferred rent level or number of bedrooms will be available even if you are asked to apply.
Leasing staff will be reaching out to applicants at the top of the randomized ranking list starting in June 2026. Due to the volume of applications, you may not be contacted until August.
Are Housing Choice Vouchers (Section 8) accepted?
Yes.
Are there in-unit washers and dryers?
No. There will be a shared laundry facility.

What size units are available?
There are one-, two-, and three-bedroom units available.
How will I know if my entry was received?
You will see a “success” screen and get an email verifying your entry. This may take a few hours or go into your spam filter, so please check there before contacting staff.
What is the smoking policy?
No smoking will be permitted on-site.
What do I do if I realize that I entered some of my information incorrectly?
Please forward your entry email to Housing ([email protected]) and share the information you’d like corrected. Do NOT submit a new entry.
If I enter the lottery, is my name automatically placed on a waitlist?
After all the units are initially filled, the lottery list will become the waitlist for the first year. After that, all names will be cleared. If you are still interested in living at the property, you would need to contact the property to be added to its interest list.
